The old practice is once every year, but that's when we have these unstable OS and very little capacity both for memory and storage. But now that's not an issue anymore, newer OS are more stable and reliable you can have your pc now for up to 3 or more years running smoothly. Of course depends on what you load to your pc, if you keep it in check then you should be good and you can format it when you feel like it.

I suggest formatting your computer every two to three months. Everytime that you download something, or install software, wether it's from a disk or from the internet, you always get these left over files that don't do anything. And even if you compress your hard drive, run a disk clean up every day, and defragment it every week, there are still going to be misc. files spread about your C: drive. My advise is to wipe it clean every now and then when you have some spare time.

I also advise downloading a program called Regcure from www.paretologic.com. It is free to download and easy to use. There is an application associated with the software that I use and disregard the others. After you install it it will ask you if you want to run it. Click yes of course and then go to the "manage startup" option. You can disable things that normally run from the time you start windows until you turn it off. These programs like Quicktime, iTunes, and Adobe reader run constantly in the background and eat up your RAM. You can turn these off and save yourself the hassle of rebooting your comp all the time.

Actually you aren't formatting your computer...you are formatting the Hard drive(s) in your computer's case...
You only need to format to install a fresh clean installation of an Operating System...it's not like a maintenance thing...like defragmenting the hard drive.

With proper maintenance you should never need to reformat your hard drive. Do regular checks for virus and spyware, defrag your hard drive and do a scan disk, delete old files that are no longer needed and keep the inside clean and you should be good.

When it feels sluggish and no matter how many programs you remove it still is sluggish (compared to when you first had it), That is when you should think about backing up your data and putting in that installation/recovery disk and reformat it.
