CVG is Cincinnati, USA, so presumably what you're trying to ask is how to get from Cincinnati to Cebu?
Try www.expedia.com, www.travelocity.com, www.opodo.com, www.flightbookers.com, and many other online options. Try also looking at the airline's own websites as they can sometimes be cheaper than via an agent.
There are some international flights into Cebu. If you can't get one of those, then you need a flight from Manila to Cebu. Several options - try Cebu Pacific, Air Philippines, Philippine Airlines, etc.

philippine airlines is quite expensive unlike the cebu pacific..cebu pacific have a lots of promotion..these are the two major airlines in philippines..
