I use this site for my Ebay auction listings and you can also use it to build a web page , it's pretty easy.
It's a NO PAY site , but depends mostly on contributions , play with the builder , you'll be amazed how easy it is to use.

If you mean domain name registration I can't help bec as far as I know all domain name registratiion has a cost tho some places like Christian WebHost (www.christianwebhost,com)give it way with hosting service. This co hosts secular aws well as religious sites. If you are just looking for a place to make a web site free and do not need your own registered domain name there are a lot of places. I recommend www.tripod.com for 3 reasons.
1. most free websites read like http://www.soandsowenbhost.com/category/yoursitename.
Tripod sites read like http://yourname.tripod.com so ppl coming to your site identify more with you and don't have that whole long rigamarole of a name.
2. Sties are easy to build and edit and upload to. Unlike many frebie sites you are pretty much unlimited aas to how creative you can be but there are also site building tools that give you a great site w/ little or no skill
3. We've used it for 3 yrs w/ no problems
