We use http://www.50dollarlogos.com/ . Although they offer logos, they also do killer web sites. You won't find better designs for the price. Last time I checked, they have web site design for under $500.

http://www.elance.com/ and http://www.rentacoder.com/ are both widely-used services for selecting designers/developers for web and software projects. The services are recommended because they have mechanisms in place to prevent you from being ripped off - businesses can post projects, and developers/designers submit bids. The poster can review the project history of each bidder, similar to eBay feedback, to verify that they are getting a developer/designer who will do the work well, on-time and within budget.

Do not accept offers from Yahoo! Answers users or anyone else in a web forum to design your website unless you have legal agreements in place with that person.

Me. What are you looking for? How advanced does the site need to be? Otherwise, I would use freelance web designers.

http://www.templatemonster.com would be a good choice. They provide all kinds of templates in all kinds of formats such as flash, HTML, etc.

The price is very reasonable for the quality, but be prepared to "customize" it after you bought it.
