http://www.logoyes.com/ is pretty well respected for the low-end, mass market logo design arena. Their rates start at $99 per logo.
http://www.elance.com/ is also a fairly widely-used service for logo design, but you may have a hard time finding a talented designer for under $100 - you're more likely to have success in the $250-500 range.

Do not spend so much for logo.
You can get cheap freelancers for doing the same for may be $10
