he plays off a woman's(one he hates) emotions(telling her what she wants to hear) to gain their trust,and then blows them off like their nothing the next time around or turns on them out of veangance.All because she crossed him in the past.

Yeah upto some extent he's ill ... but from some other perspectives, taking into consideration what he went through because of the girls that did the same to him in the past, he might be right as well n just wants them to realize a few things !

Not insane, if that's what you mean. He sounds like he is aware of what he is doing so he would be sane.
Chances are he's been hurt in the past and has never learned any healthy ways of dealing with being hurt and letting go of the hurt. He carries it around with him and lets it control him.
He could be dangerous. He might not be but better safe than sorry. He could let his hurts control him enough to inflict physical harm on the object of his vengeance.
He does need help. He needs to see a professional therapist to learn how to deal with his emotions in a healthy manner. He needs to learn to be in control of his mind rather than letting his emotions rule him.
