to offer a criminal a lesser sentence if he/she volunteers to be sterilized? It would reduce the procreation of persons with the psychopathology that could have caused the criminal to go bad.

You assume that all criminals are "psychopaths", and that all "psychopaths" are genetically predisposed to their condition? That's a convenient way to get rid of annoying people without requiring the culture to address any socio-economic injustices that might be contributing to the problem. Just hope you never get arrested...
