Phobias are irrational by nature. That doesn't mean the sufferer is irrational. It just means that the fear response is greater than the threat. Often, the object of the phobia is a representation of the actual fear.
A phobia of loud noises often is the result of some past traumatic event with which one associates loud noises. A parent who yelled a lot and was hurtful (physically or emotionally), war, rape, a bad car accident, and violent crime are just a few of the more common examples. If the trauma effected a person deeply enough then any sound that is loud enough can trigger the same emotional response as the initial event (and any trauma can be bad enough for any person. What makes it bad is relative to the person only. No one else can tell you it's not a big deal. If you feel it is then it is). It doesn't have to sound anything like the original sound. It's the volume your subconsciousness is responding to. The intensity is interpreted as a threat even when you know it is not one.

Not at all. It is natural-born. As infants we are frightened of two things the most--loud noises and falling. Usually both subside dramatically and it becomes a non-issue. The fear can be learned through a bad experience as well. An example of such could be that a person is involved in a car crash in which the noise is very loud. From then on you could develop the fear as loud noises take you back to the accident.

Phobia MEANS irrational.
If you unplug your phone and wear earpluggs all day and are afraid to leave the house, then yeah, it's a phobia.
If you jump when a car back-fires, or just don't happen to enjoy the 4th of July, then it's not a phoboa.

The person who has this phobia had suffered from something traumatic that has to do with a loud noise. Otherwise it just means thear of going eir ear hurts or they have a deep fear of going deaf.

Completely rational. Loud noises usually mean bad things are about to happen in nature. We are of nature.
Think about armies charging into battle with battle cries - these are loud noises and roars designed to scare their enemies into fleeing.
