you mean being an activist and loudly standing up for (or opposing) what you believe (or disagree with) in a way that gets you noticed by the government
vs
killing or destroying a country and it's innocent (some of who may agree with your point of view) just to change politics. To terrorize means to put fear in the minds of people/government
