I want it to fit against a wall 2' wide , if I use plexiglass & glue used for fish tanks , will that work ? I am open to suggestions on any other materials to use.

Well, as comment, you should use the cement intended for acrylic (Plexiglas) which welds the plastic. The cement used for aquariums is intended for glass and may not take the flex of the plastic. A long time ago, I bought a heater tape intended for bending plex and I regularly make letter holders and covers and so forth from plex where there is no glue at the corner. You have to be careful (and practice first on scrap) especially with thicker plastic (1/4" because the surface becomes quite soft and can be marred or rippled if not moved smoothly or bumped.

I'm curious about your thoughts as to the aesthetics of the POOL/reseviuor. Certainly some part of the pump has to be submerged, and has a power cord from it to the energy source.
I've made a few, of both examples you use. I'd go to a big box home store, then to lawn and garden, and purchase one of the "tubs" specifically designed for outdoor ponds and waterfalls. They come in various sizes and configurations.
Then, and even in your suggestion, I'd want to "dress it up" , hide it, decorate with plants surrounding it, etc.
OR... why not BUY a 20 gallon aquarium. I see them all the time at yard sales and thrift shops, but even new they aren't very expensive.
One answer is correct, in that plexi bonding is most often, most successful with a liquid that acts in a similar way to super glue. It "melts" the plexi to itself. Aquauarium/SILICONE sealer is effective to a point, as well, ON GLASS.
For a DIY, I'd buy something and enjoy more the waterfall and its effect, rather than muddle through constructing a tank.
