There are professional water polo players in these lands, also in few other European countries, e.g. Italy. They don't earn not even close as in other more popular sports.
Water polo is a team play, something that this part of the world is good at. Tradition is also important: kids want to train a sport when you see that your country is winning.

Professional means that is what they do for a living.
The state pays them and coaches them and they have no other employment
they just practise and train all the time.
