You can find out about subnetting.. it will answer all these questions. The clue is in the .192 at the end of the string.
It will give you 62 hosts on two subnets for 124 possible hosts.

It is unclear what you're asking. If your ISP provides you with a static IP, then that's all you can use for your server. You must use a router and enable DHCP to share the connection.
