If you brought it to the attention of someone in charge and they said to you "Whats the big deal." How would you handle it?

According to the Flag Code, Section 176 - Respect for Flag -

(a) The flag should never be displayed with the union down, except as a signal of dire distress in instances of extreme danger to life or property.

So .... if you saw the flag hanging upside down, you should inquire within to determine the distress and extreme danger.

If I went to the person in charge and got the remark, "What's the big deal?", I would have to say, "I love my country and I know you do to, or else you would not be hanging the flag up to fly. If you don't mind I would like to fix it for you, because it hurts my heart to see our flag flying upside down."

To the remark: the flag flies upside down when there is a crisis...THE FLAG FLIES AT HALF MASS WHEN THERE IS A CRISIS. Hanging it upside down is a disgrace to the country as well as letting the flag touch the ground.

Ask what the situation is. It's piqued my interest by hanging upside down. Either there is a problem with the status quo that the person is not pleased about, or the person just wasn't paying attention.

It's their prerogative, either way, so I'm not really going to pry if they don't want to explain themselves. What do I care? How is it really affecting me anyways?

flying the flag upside down represents a national crisis. I'd go to the armoury and get issued some guns.

I would remember the Vietnam War, and the stupid reaction to pro-war and anti-war folks trying to show off their manly character or human qualities.
I came back from Southeast Asia in 1966 to witness a lot of this horse ****! Most of the hard core patriots were dime store cowboys enjoying deferments and the anti-war folks were horny youngsters, myself amongst them.
One look at Iraq today and the debate and you can see the hopelessness of both positions.
War kills and so does stupidity.
And America has the corner on both markets.

Wow, you've got a lot of time on your hands if you are bring the attention of a piece of material flapping in the wind upside down to others. I would do nothing. It's just a flag.

As for the Vietnam Vets, Ann Coulter suggested of them 'no ask your self you adult men lost!' Are they indignant about that? see you later as we enable ourselves to be manipulated with such meaningless issues to even if someone buys a pin it truly is made in China depicting the yankee flag, we are able to proceed to lose our liberty. by ability of ways, i'm no longer vote casting for him for different motives. My candidate, Chris Dodd, is final in on that magic 2%. Yippee!!!!!

I would not be moved. If you are moved by the symbols of things, then the chances are pretty good you'd be willing to destroy the things they symbolize in order to save the symbols. You see it every day.

hmmm... probably i'd just leave it there, or i would get someone to fix it. It all depends. Firstly, why would it be upside down?
