Article 286(3) (a) of Constitution authorises Parliament to declare some goods as of "Special importance" and to impose restriction and conditions to levy, rates and other incidence of tax on such goods.

For which section 14 was made and named after Declared goods which includes Unmanufactured tobacco and tobacco refuse, cigars, cigarettes, and other manufactured tobacco, chewing tobacco.

So its coming under the VAT perview.
