There are many ways. Most drive manufacturers will include a utility (with a ton of warnings) on their website that you can use.

Use a program called DBAN. It runs automatically from a CD or Floppy and is free. You can also select the level of formatting from a simple one to a very hard one to recover from that is on Department of Defense standards

Do you mean to wipe the data on the drive. If so there are a zillion products.
But they leave behind the boot sectors. To get rid of the boot area, you also need to ZAP the drive. It's a free program from IBM.

If you want a totally clean hard drive, first, backup to an external storage device any and all files you want to save.
Then, Open My Computer.
click C to select it
cl File
cl Format
That's it. Now you have to reinstall everything. Have fun.
