It looks like you could own one without problems. However unless you meet one of the exemptions spelled out in the penal code you could not carry it. See the link below for the law.

No, its not legal to carry a telescopic baton, or ASP as more commonly referred to. You would be charged with weapons possession.

you might check your local ordinances but this is a national right although in my case working as a security officer I come under more scutiny than the average citizen . Hope this links helps as I don't know whether you were referring to wash. state or wash. dc .....and wash.state as opposed to DC has gun carry permits available through the courts ....
