The answer is: Yes. Guys certainly do notice.
The best proof of this would be to walk into Victoria's Secret and look at all of the lingerie. Then, go to one of the ladies at the counter, and ask them about how effective they think lingerie is on men.
While that is an extreme way to make a point, it does get to the root of the matter. Men are very visually orientated, especially when it comes to selecting what's attractive about a woman. In fact, the world is full of men who will proudly tell you if they find you attractive in one way or another. (Even if it's not so appropriate!)
However, men are put off by fashion, particularly women's fashion, because it isn't seen as masculine. Most men want to be seen as masculine just as most women want to be seen as feminine. It becomes even more important for a man when he's in the presence of a woman. If the man is interested in the woman, how she sees him becomes the most important thing in the world.
So, don't be so hard on a man if he doesn't seem to truly appreciate what you're wearing. After all, he's busy worrying about how he appears to you!

Yeah we notice, but not the same way your girlfriends do. Most of us couldn't give a *&^(* whether you're wearing juicy or blahnik (not sure about spelling there) or Converse All Stars. We really don't. That's for your private Armageddon Among The Girls.
Wear something cute and relaxed, that you can just slip on and feel confident in and not be walking around wondering "who's noticing me".

Of course guys notice what girls are wearing. Otherwise, when women ask us our opinions we look like we don't care!

Whether we notice or not depends on what the girl is wearing. If it is bland and blah, probably not. If it makes you look cute and sexy, sure!
