im trying to play this game called City Life on my desktop but on the loading screen it gets to 95% and it just freezes there every time i try to play can someone help me out?

At 95% it might be loading the graphics engine, so it might be freezing as it tries to change your screen resolution or something similar. I'd try the basics: get the newest drivers for your video card, make sure you have plenty of free ram and hdd space, and install any patches for the game.
I took a look at the wikipedia article for City Life, and found mention of a major crash bug during loading. If it's this big, companies usually release a patch to fix it, but according to the article they still haven't after a year. It also mentioned that there is little technical support, but suggest an atari site (see link below).
