I would brainstorm about this topic to help throw out ideas to be organize later. Like someone else mentioned above, I would do a little research on this topic in order for you to organize your thoughts. I'm not sure how you're doing this but whenever I have a writer's block, I research the topic to get more information. If you don't have any information, you will have writer's block because it is tough to formulate a sentence, let alone, a paragraph on nothing to go by.

Point is, do what I do, use the search engine and key in your topic and believe me, you will come up with many resources to help you. Plus, with a MLA paper, you usually need a reference page regarding your research.

You seem to be worrying about the MLA format more than anything. Write the paper without worrying about the MLA until you've calmed down and finished.

And if you've got writer's block, have you tried doing an outline? Do you already know all the points you mean to address in your essay? If not, do that first. If you're still stuck, go through your informantion briefly. And take a short walk to calm down. Few assignments are done well in a blind panic.

Talk about how its become a major problem now, give recent situations of instances where a child was attacked, killed etc. If you start off with a story about it, it can really draw some attention and sway a persons opinion to fit yours, which is believe is "that you want sexual offenders to have tougher punishments". Have you watched NBC Datelines "to catch a predator", that would help too. Describe what a offender can do, who they can be, how they tend to be repeat offenders, have psychological problems.
