A good thesis might be that diverse languages could create a more diverse relationship among people??
Pros would be that with many different languages in southern california, more people might be attracted to this area of the country.
Some cons might be that southern california will be the only area in the states that hold a diverse type of people.

Your thesis statement is going to depend on what you want to talk about. Are you intending to use this quote to point out the variety of languages spoken in California? Then try something like: America has been called a 'melting pot', California is an example of this. -Now you can continue to speak about the variety of languages and cultures that inhabit California.

Are you planning on talking about how the people in California are dividing into separate groups within the state? Maybe try something of this sort:
California is becoming a state filled with 'islands' of diverse culture and language. --Now go on to describe what 'islands' of culture are and why people band together like this. Or speak of how this is effecting California politically, economically, or socially.
That's just a couple of suggestions. Basically find out what it is about that quote that you find most interesting and just say it. Then find information about what you have said that supports what you want to talk about.
