It sure is, I use Vinegar to clean my whole house inside and out, use it to clean Laundry, automobiles, everywhere it is also a well known best disinfectant, but I do use both Cider/White vinegars, I believe White Vinegar would be better suited to your problem, Apple Cider vinegar is a little less strong to White vinegar. Good Luck !

White vinegar kills mold spores, bleach does not. Down in brazil where mold was growing inches away from the walls in an apartment my friend lived in with his missionary companion (they were missionaries), they spent the day removing the mold with bleach until it was all gone. The very next day the mold was growing back again after all their hard work.

Check out howtoremoveblackmold.com posted by Wesley Sallinger. He, among others, says bleach and also ammonia only clean hard surfaces because they can't get go down deep enough. Many other products work better. Vinegar, Baking Soda, 3% Hydrogen Peroxide, Borax, tea tree oil, grapefruit seed oil, alone or in combination with each other (no bleach or ammonia). Non-toxic solutions.

The absolute best way to kill mold so that it won't come back is to use bleach. You use 1 part bleach to 3 parts water to remove mold. If you use vinegar, the mold may grow back as vinegar contains sugar, which can make mold grow again...and again...and again.
