Yes, but you would need to have a paypal balance, which you can get by receiving money from someone else, or by sending paypal the funds with a check or somthing.

The only way you can use Paypal is if there are funds in the account.
And the only way you can have a legitimate Paypal account is if you have a bank account that is verified.

why dont you go get a prepaid visa from your local bank and you can use it to purches it acts like a credit card and all you have to do is put the amount of money you need on it help to keep you from over spending or giveing out your banking info
