A "toner' is also called a "balancer" and what it does is bring the ph level of the skin down to balance the ph level.
It also prepares the skin for receiving the next step which is the moisturizer.

A toner is designed to remove away all traces of dirt and makeup a cleaner leaves behind. Most good lines do not require one, and some can even strip good moisture from your face. A gentle, thorough cleansing should do the job, and if you insist upon using a product like a toner, Witch Hazel is cheap and works just as well.

It's usually a harsh solution (containing alcohol or witch hazel) that causes your facial skin to react (read as: swell because of irritation) and then the swollen pores will close up TEMPORARILY. They will return to their normal state, opened however, after a few hours.

Toner is a superfluous product that you do not need to use everyday, unless you're putting on mega makeup. Even then, your face will maintain its constant pH, it doesn't need (temporary) assistance from any chemicals. You are better off using a gentle cleanser, one that's water-souble to minimize the "tugging" you may do on your skin as you try to rinse it off.

I cannot believe how much money the cosmetics companies rake in every year, because women feel pressure to "do something", even if it doesn't work.

basically a toner is used after you have cleansed your face. it's to remove any remaining traces of dirt and impurities that your cleanser was not able to remove and also traces of your cleanser residue that may be left behind on your face. it would also help to balance your skin ph level and prepare your skin for other facial products like moisturisers or facial masques. toner is normally used by normal/dry skin individuals. for oily and combination skins, astringents would be a better choice for astringents do everything a toner do and also helps to regulate sebum production.
a very common mistaken thinking is that toner tighten your pores but actually it doesnt really do that. to minimise your pores and make them less visible, use a pore refining cream or pore minimiser....

Toner removes anything left on your face after cleanising, inc m/u, soap and even dead skin cells. It balances the skin tone. Be sure to get one that matches your skin type. I use Clinique's toner. Some will burn your skin or dry it out if it is too harsh.

i use toner to get rid of the makeup/dirt that didn't wash off with a facial cleanser. also it's really refreshing and soothing as it helps return your skin to it's natural PH balance after cleansing

toner gives your skin an even colour, it tones down red or yellow undertones in your skin. It's great for photos, because your undertones stand out.

Very basically- toner removes any traces of left of cleanser that you may not have washed off properly or any left over dirt/oil.

It also clarifies your pores.
