On a graphic design program how do i make regular pictures look like a cartoon?

like taking a real life picture i took and using a tool on a graphic design program to make it look like a cartoon.

pleas be therough and tell me step by step and what program to use.

Hi giio1991a,

You could try importing photos inside of Adobe Illustrator and use the Trace Tool to automatically trace images around the photo images.
