I havent seeh the thing sense the chick took it away, everytime i blow the horse weed nothing happens i just went into twilight the 2nd time after beating the monkey part please help do i need to start over or what ??

You don't get Epona back for a little while.
After the forest temple you go to Kakariko village as the wolf,
get all the twilight parasites, awaken the Elden Spirit. Don't forget the white wolf. when you turn back into Link go toward Death Mountain, climb up and the Goron will tell you no humans. Leave and when you return to the village, You will hear a slight whinnying sound and Epona will appear with 2 bulblins on her back. Dive out of the way and grab her saddle as she goes by. Hold on for dear life and move in the same direction as her and eventually she will calm down and you will have her for the rest of the game
Good luck it took me a few times before I could stay on long enough

Just keep playing the game.
I don't really know where you are in the game, but as you progress you will have no difficulties finding out where your horse is.
