it appears to be some sort of hvac return vent/fan but I can't get it to do anything and I can't tell where it goes or comes from?? when i run the furnace doesnt appear to have any air going in or coming out? one end is attached to the vent that is in the dining room in the picture.. the other is going i dont know where? it is in the direction of the furnace but furnace is 2 floors down.. i have a two stage trane xv90..

This looks to definitely be a return air boosted vent...if it is not working then you need to check the power coming to it...could have extra controls to keep it from coming until it gets hotter or colder than normal ..most likely this will be for air conditioning because you said it was two floors above your unit...needed extra air movement from that floor to return to force more air there during summer time...would be much harder to cool than heat.....

It looks like a homemade booster fan. There wasn't enough air getting into a room for somebody. They hooked up a fan to assist air flow into the room. It must have been too cold at one time.
Check the wiring and see if it is hot. Then trace down the controller wires and see where they go, either to a thermostat or to the fan on the furnace. Good luck.

The hose appears to be a flex duct. The device in between appears to be a fan (booster) of sorts to ensure the air reaches its destination. If its not working, and the furnace is two floors down, my guess would be its is disconnected at another location in the run. Curious if the fan works at the joint?
