According to the Star Trek episode writer's guide for The Original Series, warp factors were supposedly converted to multiples of light speed with the cubic function s(w) = w^3c.
So: warp 7 equals 343 times light speed.

Using Okuda scale warp 7 equals 656.13 times light speed

IIRC, it's the cube of the warp number, so
343*c > 1.5*c
