The car is sitting abandoned on a lot near us and no one has come around it where we could see. We are wanting to buy the car and dont know who owns it.

You are attempting to register/title an abandonded vehicle, there are several steps you must complete, certified letters to be sent etc. You say you have the plate and vin, great, that's where you will start. You will be sending a certified letter to the last known registered owner on record, you will gain this knowledge through the Public Disclosure Unit for Vehicle Licensing. You will need to process this transaction through them because of disclosure laws. While you are waiting for the letter to come back, make all your repairs, get it running and driveable,have the state patrol inspection done/ncic test, they will be looking for stolen status. pass emission testing if you live in an area required to do so. Since you don't have access to a title, they will give you a "registration only" for a three year period. After the three years, if no one steps forward claiming the car, then a title will be issued in your name. You will be able to sell the car during that time. On the inspection, I would call them ahead of time and ask if anything is reported on that VIN and plate number, you should be able to find out if it's stolen or not. From there, move on to the repairs, keeping all of your receipts, because these will be used to get a value for the car. Not all states allow a "registration only" setup, but all have programs set up for abandonded and junk vehicles. You will probably have to pay for the information to send the letter, and will need to disclose your personal information. It takes some time to work through all the hoops, and test for this and check for that, but hey, it came to you free and every car has some value, just for the motor alone. Good luck

what you can do is get the vin number off of it,and the plate number,and have the local police station run it through,they can tell you what the deal is with it,i have did that before to find out about a car,they wont give you all the information they find out,but they,ll give you enough to help you maybe,good luck i hope this helps.

Check with vehicle licencing authority, they have the exact information of owner, and its particulers.
In case of Malaysia Its JPJ.

call the police. They will find the owner if stolen or impound the car if it is abandoned. You don't know this? Are you old enough to drive?

Check with the police department in your area and see if they will run the plate for you.

The only people with that type of information are the police and DMV, so unless they are nice police, they probably wont give you the records
