Online you have a few good places.
You can create a myspace account and upload/link your stuff there for people to listen and view.
Or you can also try youtube, which is a pretty popular upload site. You can make an account, again and upload videos, maybe of you playing your music and what not. Many people subcribe to youtubers, and there have been incidents of people going famous from youtube. [I don't remember her name, but she uploaded her comedy videos on youtube and was recurited to become a cast member of mad-tv]
It will take a while to get follows from those ways, but its a good star. You can also spread your website links out by advertising it, posting it on forum, or making banners/signatures and ask people to link those on their websites.
Again, mass advertising also is good, if you make flyers [if you created your myspace/youtube you could put your website on the flyers] and post them in popular places.

Mayve even start your own website and find fanlistings for local bands.
