I would like to do this quickly for a school project, and I am not very fluent in Photoshop, but I would like it to look good Is there another way? Please list steps that you would use (briefly).

I would just use a simple image editor, like 'Paint'. If the image you want on the cover is on your computer, you can open it up in the program, and then expand the top and bottom areas of the background to how tall you feel a cover would be. Then make a simple red border around the edges of the entire cover. And then add the text, Time, in bold caps at the top.

You could also find a picture of a Time magazine in an image search. You could print out the cover and the picture you want to be on the cover. Then glue the picture on top of the Time print out, where it covers up the Time's picture, but not the logo. This might not look as good, but it could work.

Try using Microsoft Publisher, it's pretty easy to use.

Insert your own cover picture in the background and ad article titles etc and the main title. With all the fonts in windows you would surely be able to find one very similar
