i know there's a lot of underwater scenes in lots of movies where the actors or actresses have their eyes open underwater. are they really opening their eyes in chlorine? wouldnt that hurt after so many times?

Yes, they do open their eyes, but usually in cases like that there would not be chlorine in the water. Most underwater shots are filmed in indoor tanks that don't have chlorine in them.

It depends. I have opened my eyes underwater. And yes, it's not really good to do for long periods of time.

But in some movies, they fudge doing underwater scenes by using air hoses blowing on the actors as they are suspended on wires, and then add in water effects later (this was done for the film For Your Eyes Only, due to the fact that the lead actress who plays a scube diver didn't like to dive).
