The 1981 publication of A Nation at Risk created a new sense of urgency and refocused the nation's attention on the continuing pattern of inadequate performance by a significant proportion of our children--children we have come to define as being 'at risk.'

Students are placed 'at risk' when they experience a significant mismatch between their circumstances and needs, and the capacity or willingness of the school to accept, accommodate, and respond to them in a manner that supports and enables their maximum social, emotional, and intellectual growth and development

are you studying education?? lol an at risk child is a child that could be at risk of not graduating.. there are things at home or just about them race wise that make it near impossible to graduate HS... for instance, they could be a minority, their parent's could be poor, a parent could be in jail, they could be an only child, they could have a learning disabality... the list goes on... feel free to message me for more.. =)

Basically that they are likely to fail academically and socially. This could be due to poverty mental illness learning disabilities emotional problems etc
