I'm not sure whether or not you're asking this question because you're ignorant or because you seek to pass blame; it probably depends on your level of intelligence. Our national security is always the responsibility of the United States Military, not a political figure. Scapegoating the president or anyone else as "responsible" for 9/11 is only an attempt to damage reputations. We all know full well that 18 Muslim extremists were responsible for what happened on 9/11/2001--not a US citizen or organization, and for Christ's sake, as much as I'm suspicious of him, not GW, either.
