when is it too late to appeal holding a new civil trial?
is it possible to prevent new evidence be allowed into the new trial?
if the judge decided he didn't need to hear my testimony to make his decision in my favor, why is he allowing the opposing party to start over, instead of allowing for more time?

You sound very much like somebody who knows he got away with something, and is now afraid of what will happen when this "new evidence" is presented.
