The most powerful is Social Security or Centrelink, depending which country you are from.
They have the power to access a persons assets, bank balance, relationship,vacations,and the amount that they consider appropriate to allocate to a recipient.

Right now it has to be the executive branch. It is supposed to be the legislative branch, but nothing seems to be changing in our government, and it will probably remain that way until the next election cycle.
