I really can't remember a party that was for small government. I remember back to Nixon, although I was really too young to remember his policies first-hand. But what small-government administration would ever impose a wage and price freeze? Nixon did. Ford, for as little a time as he served, seemed to want to remedy some of Nixon's disasterous policies.
Carter went right back to the intrusive government programs, but we expected that from a Democrat. We didn't expect the huge spending we got under Reagan. Have you ever looked at the record spending we had under his administration? And it's hard to blame it all on the democratic congress...he always had veto power.
Bush I was even worse. The "kinder, gentler" conservative went back on his promise not to raise taxes. Here is the president who occupied the oval office as the Berlin Wall was tumbling down and he could not keep his job...why? "It's was the economy, stupid."
That brings us to the current "small-government" president. He got into office on a promise to start a massive spending spree on prescription drugs. He continues the tradition of me-tooing the Democrats: when the dems say they can deliver some type of government giveaway, he (and the Republican congress) say "me too."
Economically speaking, we barely have two parties any more. Which party used to be for small government? In my lifetime, one used to deliver platitudes about small government, but neither actually delivered a small government.
