They are so bad because Houston has a lot of seismic activity, just like Missouri. The reason that we dont have earthquakes is because we are on mud instead of rock.
Google about the Spring Branch fault running about from Beltway 8 and Katy Frwy to Northwest mall area. there are homes on that fault that are split in half. The roads also incline about 4 feet on it.
All the moving ground makes the concrete shift and break, creating potholes, so we started using asphalt which gives somewhat. This is also why we have sinkholes like the one that was 1/2 mile wide at Gulfgate mall, etc...

Materials and weather. We get over 50 inches of rain per year, and some of it comes in torrents that create fast moving floods on streets. In addition, all of the bayous that meander through town add to surface shifting. Lastly, we build most of our roads from asphalt here, which stretches in the summer. We have trucks who IGNORE weight restrictions on roads as well (I saw a semi going up Bunker Hill a few months ago (between Memorial and Taylorcrest) and the weight limit for that road is only 10,000 pounds. Even empty this guy weighed several times the limit. It took three attempts for him to make a turn, too.).
Compared to other cities, though, Houston roads are in fine shape. I lived in the northeast until I was 16. The snow and ice crumpled roads worse then the snowchains people used.

Well the answer can be good, however what you have to say about Japan? They have the worse seismic activities in the world and in the opposite side the best roads and infrastructure in the world. I think the politicians are not good when comes to maintenance of the roads, that is all !

Water, water, water. The fluctuation and large amounts of rain constantly change the underlying soil conditions of the road base. Add hundreds of heavy vehicles and the road will break down. Plus how do you shut down a road to repair it when so many people use it everyday. It's a never ending problem.

I don't think the roads are bad compares to northeast or north central. We don't have those huge potholes created by the cold weather.
