He hasn't signed a contract yet, but has said he would prefer to come back to WWE, although he has also left the door open to go with his buddy Christian Cage in TNA

Its rumored that Jericho is currently negotiating with both WWE and TNA. Personally I hope he comes back to WWE.

WWE officials have been in contact with Chris Jericho in hopes of a return around September. Nothing has been confirmed at this point but if a deal is reached he will most likely appear on the RAW brand.

I've heard he is coming back too.
If he only wants to wrestle and let his other endeavors go then WWE would be his choice.
If he wants to wrestle plus work in his band Fozzie plus act and other stuff then TNA would be his best choice.

It said that if he comes back, (he has yet to sign the contract)...he will be on Raw.
