Since you put this in the media category I'm assuming you mean press photos. Tabloids edit their phtotos to show whatever they like. They often put divorced celebs in pics together where they were never at the same location (it makes a good story!). In the case of home pictures, yes...they often lie because cameas add about 5kgs and always make you look stupid.

media photos definitely could lie. maybe to strong of word.
ex: the photo of a polar bear on a small ice flow wanted you to believe global warming cause it. if the camera zoomed out you would see a massive ice formation.
ex: unflattering picture of celebrities or politicians .
