That is what the definition of a fiscal year is. A fiscal year can start January 1 and end December 31, or any other arbitrary day of the calendar year, but it means the period of time for which the financial records are kept.

As others have noted, the US budget is based on a fiscal year. The Federal fiscal year starts October 1. So this year, October 1 would be the start of Fiscal Year 2008.
