Without going into all the gory details about how it happened, I suddenly have about a 13 GB partition on my hard drive -- completely blank. Is there any way to combine it with the main partition with tools inside Windows (as opposed to buying software for it)? Thanks!

Nope. But this software is fairly cheap. Partition Commander and/or Partition Magic are worth looking at. To make use of that 13BG in the same partition might be good for your system.

Not that I know of.
Partition Magic is supposed to be a good tool for this type of problem.

it can't be done inside of windows. The reason is that a partition editor can't act on files that are in-use. before you do any resizing, make sure you back-up your data!

if you created an extra partition you will need to delete it.the easiest way to do it is to go into bios and set cd rom to boot first and use a windows installation disk.when it ask where to install windows choose the partition you dont want and choose to delete it.romove disk go back into bios and change boot sequince back...

Of course you can reformat, delete the partition and combine them. You can also do this with Knoppix.
