I don't quite get what you're saying. If you mean why do the police arrive before the ambulances do--that's probably because there are neighborhood patrol cars nearer by than the ambulances are. Cops usually arrive at fires before the fire department does, too.

Many times......ambulance personnel (like myself on many occasions) will ask for a police presence in particular calls....to protect us, to protect our patient, and to help us if need be.
