Do we have to lay the plastic or foam under snap together laminate? This is going to be throughout the entire house, except in bathrooms and kitchens.

Many laminates come with a preattached foam or fiber underlayment. This is true of almost all Pergo laminates, and many Bruce, Armstrong, and Kronotex products. If you decide to buy a floor without pad attached, you must install foam underlayment. If the floor is over concrete you need a 6 mil. 100% virgin plastic vapor barrier as well, even under a floor with padding.

Yes the plastic is a moister barrier and the foam is either on the back of the flooring or you buy it in rolls. It acts as a cushion and protects the floor from cracking.

Yeah lay it down with the rough side down. Be sure to leave a half inch on all your walls for the laminate to expand. Looks good when it's done right.

Yes. The laminate needs it underneath to give some flexibility (for good wear, no cracking) and also for soundproofing.
