By practising a musical instrument!
Seriously, this takes a lot of practise and it depends on the type of person to! I went to university for at least 7 years and sometimes a tape recorder may help, sometimes not taking any notes at all helps, and sometimes writing everything down helps! It also depends on your instructors too. A very good strategy is to try and read a chapter ahead of your class lecture so you know what is going to be discussed and this helps you catch any extra things in the lecture that are lectured by your professor (anything you do not recognize in the lecture compared to what you have read in your text book may be something you want to write down).

Set up colums of sub headings and then turn those sub headings into questions. Answer each question . The answer is the main detail or key information for that section, so you don't have to worry about what is not important. I do it all the time in school when I have to take notes and it works for me.

If your know it, don't write it down. Leave out "the's" and "a's" and little words like that. Use "&" for and. Also just use bullet points and slashes and if the teacher goes through something really fast and doesn't say much about it, it's probably not to important so just copy a few important words. If your teacher talks for hours on something or says it's really important, copy most of it down.

I don't really know if that can be taught. I think this kind of skill is innate. You just gotta know what's important and what's not. I suppose if you read the book ahead, you will have a clue as to what is important or not. So when you get to your class discussion, you can easily identify the points that are important from the ones that aren't.
