You get passport from the Dept. of Foreign Affairs office.
You ask visa from a foreign embassy. Usually, they ask only 2 - 3 questions, after that you are okayed or denied.

the processing takes a week that is if you're ready with all the other requirements - aunthenticated birth certficate, NBI,photos and other necessary identification cards. if you've got some problems regarding lack of identification and other things, they won't be able to process it right away, they'll ask you to come back when you're ready.

no the embassy wouldn't ask why you're getting a passport but they'll ask you why you're getting a visa. the DFA processes the passport and not the embassies.

No they are not supposed to pry into your life like that, unless they're nosey. However, if you are a person whom the government labeled as a threat to the country or to its government, you may be denied a passport.

usually takes about 2 to 4 weeks for standard processing, if you pay express fee only 1 week. standard processing fee is about 800-1200 peso. express charge is about 500p
