Novgorod, I suppose. A plently of natural blondes may be found in practically every predominantly ethnically Russian part of the Russian Federation though, including both Moscow and St. Petersburg. As far as bleached blondes are concerned, they are usually easy to tell from natural blondes by complexion and phenotype.
Not sure why would anyone recommend Poland or Germany for blondes. Finland, Iceland, Sweden, Norway, the Baltic States, Belarus, the Netherlands and Denmark are more like it. I mean, with the exception of Russia, which due to its higher populaÑe is likely to have more female blondes than all these countries taken together.
P.S. I would, however, advice you against engaging them in romantic relationships, especially if money is concerned.

You can't find any specific region in Russia where ther are the most of natural blonde girls, it doesn't matter if it is near Scandinavia or Far East of Russia near Asia....Come to Russia and if you really wish to find any natural blonde for sure you'll find. However be careful with choice ;) it can happen that you'll fail hehehe Good luck! ;)

I lived in St Petersburg for 3 years and there are not many natural blonds there.
Ethnically, Russians are not natural blonds unlike the Scandinavians or Germans so you are better of looking elsewhere if natural blond is your requirement.
Russia does have bottle blonds by the ton.

Nowadays you just can't tell, there is a fake blonde on every corner. Probably the European part of Russia (not the south though) has a bigger portion of natural blondes. That's just my opinion though.

I lived for awhile in the northwest, in Murmansk, not far from the Norwegian border. There were a lot of blondes - and I am sure most were natural.

I have been in Irkutsk, near Lake Baikal, in Siberia.
Nothing but blonds.
The most beautiful girls are in Irkutsk.
I travelled with 10 men and all agreed.
We travelled from East to West and hands down. IRKUTSK.

I think you can find some real in the European part (North-west).
