Have her join a summer program wit the aquarium. They SHOULD offer programs for kids, and in that program they get to work with and learn about marine animals.
It would be great to get her out to see more of what she loves!
As she gets older and enters into college, I suggest studying at the semester at sea program. It's a great program for students want to learn about the sea, among other things.

I live in Savannah, Ga. and have a niece in St. Augustine, Fla. and she is thinking about doing an internship at Sea Word or Marine Land in Fla. I would suggest that when she can, contact Sea World and get the specifics on their internship program. It sound like you live on the west coast so maybe a trip to the east coast would be an adventure in itself. Or maybe just a vacation. There is plently of work between Daytona Beach, Cape Canveral, Ocala and Orlando Fla.

my son loved marine biology aslo. and we went to the aquarium near our home, atlantic beach, and one of the directors overheard my son, who was about 10 at the time, correcting one of the people who worked at the touch tank. the director approached my son and myself, and asked if we would like the behind the scenes tour. i was weary, but couldn't say no when my son was so excited, i wasn't sure the guy was on the up and up. but we went after he got the idea of why i was hesitant and he provided me with ID cards, and got a couple of the workers at the entrance to vouch for him. anyway, it was the best thing my son was able to do to that point. we were there for a couple hours, this guy really took time to talk to my son, who he later told me impressed the heck out of him on his extent of knowledge, said he could actually act as a tour guide at that point, he passed him on all the extrance exams they give those applying for work.
so i would suggest talking to someone at the aquarium, not the front desk or gift shop to try to get someone that is maybe a marine biologist, or in that field to take some time and give it over to her.

Zoos and Aquariums have plenty of stuff that she will love.
Or get her some pet fish...but make sure shes ready to take that responsibility on.

Bring her to Sea World in California. They have beaches in California and they have fish at sea world.

put her on the local swim team this summer....then make trips to such places as the Catalina Islands for snorkeling...from there you both can take scuba diving lessons together...have fun.
