An air leak between the engine,reed case and/or carb.If you had these units separated and re-used the old gasket,the engine will draw air past the gasket instead of through the carb. A quick fix is to use a little permatex red on the mating surfaces.Don't clog any small ports. If your carb is set up right and the engine is drawing air well,it should start after a few kicks.

As Don E suggested, first thing you have to do is make sure gas is getting to the carb. IF gas is getting to the carb, then you still have a carb problem. You said you cleaned it, I hope that doesn't mean you just brushed the dirt off the outside. Pull the jets, ALL of them, hold them to the light, you have to be able to see light through them or it will not work. The hole in the pilot jet is very small if you can't easily unplug it just replace it. Make sure the float/needle/seat is assembled correctly, I have seen people try to put the floats in upside down. When everythings right its got to run.

You either do not have enough gas in the tank or you have debree blocking the fuel from leaving the tank or entering the carb.Could it be a plugged fuel filter ? After it quits running do you still have spark at the plug? If not it is an electrical problem.

"greg e" gave the best answer. Most likely the top end (piston & rings, cylinder) needs to be rebuilt. If you don't have a compression tester -
--Remove the exhaust pipe.
--Look in the exhaust port with a flash light and mirror.
--If you see any discoloration below the rings and/or scoring of the piston and/or cylinder wall -rebuild the engine.
--The worn out top end isn't creating enough vacuum to suck in fuel from the carb. That's why it runs when you put gas in the spark plug hole.

Honestly, it could be anything!
Take the air filter off and clean or renew.
Check the HT lead for wear, and renew.
Check the coil for a good spark.
Check the fuel filter, and clean.
Check the carb float height, and float action, and adjust.
Check the choke is working smoothly.

hi i have a 81 it 250 and 175.do you have compression?how long since you fitted new rings? also the crank seals may be leaking and allowing compression to leak. also decarbonise the exhuast it will help
