You have a wireless router? If so, read the manual on how to set your security up!

You've said it is not wireless, So.....
UNPLUG the cable that he is using from the router.
On the back of the router disconnect the cable that is in connection number (assuming you have a 4 port router) 1 through 4. verify that your connection is not the one you unplug.
And Yes he can change settings on your if you have not set up an admin password for your router.
Good Luck

If your router is not the wireless kind, there is NO WAY he can use your connetion without a phyical wire from your router to his computer, nor is there any way your router setting has any effect on his ability to connect to his friend across the street.
Your story does not add up.
Are you sure your router is NOT wireless? Lack of antenna does not mean your router is not wireless. Linksys has a router that has no outside antenna but is still a wireless kind. Is there a wire running from your router to his computer?

If you don't have wireless...it couldn't be blocking it. And he couldn't be stealing it unless he actually has a wire connected to your router. He must not know exactly who's router and was most likely asking people randomly and you misunderstood and he thought you had wireless. I am guessing you are on a cable modem or DSL...its really not that big of a deal if he has your IP address...thousands of people have your IP address just by surfing the web already.

Go into your router setup and enable the security features on the wireless. That's all you have to do.
Read the help file that is probably on a disk that was in the box with your router, or if it's a D-Link call their support number Find your country at http://support.dlink.com/chooseCountry.asp and give them a call, they'll walk you through it step by step.

if he has a computer. yes he can access any files or folders you have set up as shared. on xp everything in the "my documents" folder has sharing turned on by default.
if he's just using a Psp, it's probably innocent, and you are pretty much safe.
i would never share my connection with my neighbors. If someone downloads child porn for instance. they trace it back to you and you have to answer for it.
I would change my WEP key and block him again, but that's just me.

If you followed the directions when you set up your wireless network and set up WEP or WPA security, then you don't have much to worry about.
You did do that, didn't you?
If not, maybe you should crack that user manual that came with the equipment....

If it's not wireless, he would have to have his equipment physically hooked up by ethernet cable to your router, which I doubt he has done.
So I wouldn't worry.
