When staying at a resort, you are only supposed to use that resorts pool. One of the reasons some of the hotels are more expensive than others is because they offer a nicer pool, along with other benefits.
Some of Disney's resorts offers different options as far as pools, however. For example, guests staying at the All Star resorts are allowed to use the pools at the Movies, Music and Sports, but not the pool at Pop Century. If you stay at Port Orlean's, you are allowed to use both pools, the pool at Riverside if you stay at French Quarter and at French Quarter if you are at Riverside. However, you are not supposed to use the pools at Coronado or Caribbean Beach.
With the deluxe resorts, the only resorts that share a pool are Yacht and Beach Club and the Beach Club Villas, anyone else is not allowed to use the pool. This is the pool to be at in Disney, so they are now requiring you to have i.d. bracelet on while using the pool.
Any guest staying at Disney Vacation Club resort, that is actually a DVC member and using their points is allowed to use the other pools on Disney's property, but not allowed to use Stormalong Bay, unless they are at Beach Club Villas, or the Uzima pool at Animal Kingdom.
Finally, there are a few exceptions to the exceptions as well. If the pool at your resort is closed because of refurbishment, you are given another pool that you are allowed to use for your vacation. You can call ahead to see what that will be, or they will let you know at check in. Also, during busier times of the year Disney can prohibit all pool hopping between pools.
Having used all the pools at Disney, I will say that there are some pools that are a little better than others. However, I would not say that they are worth causing a problem to swim in one over the other, on top of having to get between the resorts, which can take a lot of time and be a little bit of a hassle. You could also go to the waterparks, which in my opinion are better than the pools.

The quick answer is No you are not allowed to pool hop. There are some limited exceptions to this rule.
Only guests of the Yatch and Beach Club and the Beach Club Villas can use Stormalong Bay Room ID's are checked before you are given access to the pool.
Disney Vacation Club members can hop to other resort pools except they can't use Stormalong or the pool at the Animal Kingdom Lodge.
If you are staying at the All-Star resorts, you are allowed to use any of the All-Star resort pools. You can pool hop within the All Star complex.
I think if you are staying ar Port Orleans you can use both the French Quarter pool and the Riverside pool.
The only other time you can pool hop is if your pool is undergoing repair or maintenance. Then there will be a designated pool you can hop to.
So I guess your stuck with sneaking to better, more fun pools. :)

As others have mentioned - no you're not supposed to. The only location where I know of that it is OK is the All Star Resorts. You can enjoy the music pool or walk on over to the movie pool and take a dip there. But staying at the All Star and swimming at the Grand Floridian does not work.

The official "legit" rules are NO you are not allowed to pool hop to more fun pools.
There are a few hotels at WDW that are now starting to require a ankle or wrist bracelet for you to wear to proove you are a guest staying at their hotel and they will "kick you out" if you are not staying there. I have seen it happen more than once and it's embarrassing for the people who are getting yelled at on vacation and even more embarrassing for the children.
You have to keep in mind, people are paying alot of money to stay at resorts with cool pools and that is one of the ameneties of staying at a more expensive resort.
Can you sneak around and not get caught? Yes, but do you want to risk it.

Call the toll-free number and ask. In Hawaii, the resorts allow you to use MOST of the other venues, but not the top ones sometimes; so you get the choice of 3-4 hotels, but not the 5 star one. LOL
I don't like sneaking, but some get a thrill out of it, and it really doesn't hurt anything.
